VERNON EXIDE BREAKING NEWS: SCAQMD board hearing tomorrow, Friday, Jan. 10, to propose adoption of Amended Rule 1420.1 to reduce arsenic emissions and other key toxic air contaminant emissions from large lead smelter/lead-acid battery recycling facilities such as Exide’s troubled Vernon facility

South Coast Air Quality Management Governing Board hearing to propose adoption of Amended Rule 1420.1 – Emission Standards for Lead and Other Toxic Air Contaminants from Large Lead-Acid Battery Facilities on January 10, 2014, originally scheduled for December 6, 2013. Proposed Amended Rule 1420.1 seeks to reduce arsenic emissions and other key toxic air contaminant emissions from large lead-acid battery recycling facilities such as Exide’s Vernon lead smelter. The hearing will be from 9 a.m. to 1 p.m., and it will take place at the SCAQMD Headquarters Auditorium, located at 21865 Copley Drive, Diamond Bar, CA 91765

RULE DEVELOPMENT The SCAQMD has initiated rule development for Proposed Amended Rule 1420.1 – Emissions Standard for Lead from Large Lead-acid Battery Recycling Facilities. NEWIn order to allow staff to consider and evaluate recent source test information from one of the large lead acid battery recycling facilities, the SCAQMD Governing Board will conduct the hearing to propose adoption of Amended Rule 1420.1 – Emission Standards for Lead and Other Toxic Air Contaminants from Large Lead-Acid Battery Facilities on January 10, 2014, originally scheduled for December 6, 2013. Proposed Amended Rule 1420.1 seeks to reduce arsenic emissions and other key toxic air contaminant emissions from large lead-acid battery recycling facilities. The proposed amended rule establishes requirements for hourly emission limits of arsenic, benzene, and 1,3-butadiene including additional monitoring and source testing requirements for point sources. Other requirements include an ambient air concentration standard for arsenic and curtailment provisions if the ambient air concentration standard or hourly point source emission limit for arsenic is exceeded. Evidence will be taken at the hearing and all interested persons will be heard by the Governing Board, after which, the Governing Board may make other amendments to Proposed Amended Rule 1420.1 which are justified by the evidence presented, or may decline to adopt it. The SCAQMD will release updated staff documents pertaining to the Proposed Amended Rule 1420.1 on December 6, 2013.
